As with every DDR5 platform, delivered speed is the lowest of the CPU's supported speed, the population (filling both DIMMs on a channel steps speed down), and the slowest installed module — so identical modules in a balanced layout always serve you best.

- Populate every installed CPU identically. Memory belongs to a socket; an unbalanced layout starves some processors of local bandwidth.

Why would 6400 MT/s memory run slower than 6400 in my server?
Delivered speed is the lowest of three limits: what the CPU supports, the population (two DIMMs per channel steps speed down a grade), and the slowest module installed. A fully loaded 64-DIMM configuration trades some speed for capacity - normal behavior on every DDR5 server platform.
